We Have To Download The Chinese Yahoo Version 8.3

And Replace The Files Of The Chinese Language Files

With the English Language Files

All You Have To is

Download The Messenger Version And Install It

Then Download The English File And Replace It With The Chinese File

In This Path ( Program Files\Yahoo!\Messenger\res_msgr.dll)

Replacing
